Biography

James N. Procter joins Signature Resolution with a career-long commitment to civil defense litigation, representing individuals, public entities, insurance carriers, and large corporations in complex litigation across four decades of work. More than 60 jury verdicts in state and federal courts and more than 250 mediations as the attorney in the room have given Jim a precise, working knowledge of how institutional defendants think about risk, where their positions calcify, and what it takes to move them. As a neutral, he brings that same exacting understanding to every dispute he mediates, offering parties on both sides of the table a frank, prepared, and genuinely attentive presence focused on finding resolution.

Jim’s approach begins with the parties themselves. Before the negotiation finds its footing, he makes space for deep listening and authentic engagement with the people at the table, recognizing that for many parties, this is their only day in court, and that reality demands more than process management. He connects with parties directly, acknowledges what they are carrying into the room, and earns their trust before asking them to make difficult decisions. From there, Jim is candid and unhurried, surfacing the real costs and risks of litigation without posturing, and using tactful, open-ended questions to help parties think their way toward solutions they feel ownership over. For Jim, encouraging parties to consider what resolution actually looks like for them moves negotiations forward far more reliably than telling them where to go.

Jim entered civil litigation practice in the early 1980s and spent the next 40 years building a defense practice of genuine breadth, representing public entities and carriers in matters spanning inverse condemnation, premises liability, real property disputes, contract disputes, wrongful termination, civil rights cases, and more. He rose to partner at Ellis, Beach & Procter before going on to serve as managing partner at Procter, Slaughter & Reagan, LLP, a role his patience and ability to hold competing personalities together under pressure earned him, and over time helped build and lead successive firms that reflected his growing stature in the Ventura County legal community. In parallel, he earned appointments to ADR panels in both Santa Barbara and Ventura County Superior Courts, presided over mandatory settlement conferences with deeply entrenched parties, and served as a judge pro tem across hearings that demanded both decisiveness and steady temperament. That arc produced a practitioner who has seen civil litigation from nearly every angle and who understands, with the specificity that only experience provides, exactly what prolonged litigation costs the people who endure it.

In 2008, the Ventura County Trial Lawyers Association named Jim its Trial Lawyer of the Year, making him the only civil defense attorney in the award’s history to receive that recognition from a predominantly plaintiffs’ organization. It is a distinction that speaks directly to how Jim has always practiced: with integrity, directness, and a consistency that earned him the respect of attorneys on both sides of the disputes he spent decades litigating.

Now at Signature Resolution, Jim brings that same cross-party credibility to every dispute he mediates. He understands how institutional defendants weigh their options, how plaintiffs’ counsel frames risk, and what honest engagement with both can produce.
