Hon. J. Stephen Czuleger (Ret.) spent his career presiding over nearly every category of case that comes through a courtroom, from felony trials to complex civil litigation. Partnered with the demands of running the largest trial court in the world, that range gives him a practical understanding of how courts, and the people inside them, behave under pressure. Judge Czuleger brings the same discipline that defined his courtroom to every mediation, with thorough preparation, respect for everyone’s time, and a sharp instinct for identifying what each party actually needs to reach a resolution.

With a storied history of keeping composure under demanding circumstances, Judge Czuleger offers a unique steadiness to the table. Judge Czuleger’s path to the bench ran through the most demanding corners of federal and state law enforcement. As a federal prosecutor in Los Angeles, he investigated and tried major narcotics and organized crime cases, represented the Republic of Mexico in the extradition of one of the country’s foremost political fugitives, and helped the FBI establish the Los Angeles Joint Terrorist Task Force. As a Special Attorney with the Organized Crime Strike Force in San Francisco, he supervised multi-agency task forces addressing organized crime across Northern California and developed expertise in Chinese organized crime that took him to Hong Kong to work with local law enforcement. The Governor of California appointed him to the Los Angeles Municipal Court before he was elevated to the Los Angeles Superior Court, sat as a Justice Pro Tem on the California Court of Appeal, and took an assignment from the Chief Justice of California to preside over the criminal cases arising from the Orange County bankruptcy, resolving it within a year despite national attention. He went on to serve the Superior Court as Assistant Supervising Judge, Assistant Presiding Judge, and ultimately Presiding Judge, acting as chief executive of a court system supervising 600 bench officers.

Judge Czuleger’s international work reflects that same instinct for understanding people before trying to move them. Fulbright Specialist grants brought him to Albania twice, to teach at the University of Tirana Law School and later at the Albanian School of Magistrates, where he trained judges, prosecutors, and law students, and advised government officials on rule of law and anti-corruption reform. He approached each assignment the way he approaches a room in conflict, by understanding the landscape first, and offering ideas rather than dictating outcomes.

Judge Czuleger now brings that same openness and collaborative problem-solving style to Signature Resolution, drawn to the work by a lifelong desire to cut through complexity and get to the root of a dispute.
