Hon. Dennis M. Cota (Ret.) joins Signature Resolution following a career built on both sides of California’s civil rights and public entity litigation: two decades as a trial lawyer defending cities, counties, and law enforcement agencies in some of the state’s most consequential civil rights and environmental matters, followed by eight years as a U.S. Magistrate Judge whose docket evolved into one of the busiest settlement calendars in the Eastern District. That dual command, of how these disputes are built and argued, and of how courts ultimately resolve them, gives Judge Cota a practiced, firsthand read on what a case is actually worth and what continuing to litigate it will cost.

Judge Cota spent nearly two decades trying water law, contracts and construction, land use, and constitutional matters at Best Best & Krieger LLP, work that eventually narrowed into the defense of cities, counties, and law enforcement agencies that would define the rest of his practice. He served as managing partner of the firm’s Ontario office and later its Sacramento office before leaving in 2007 to found Cota Cole & Huber LLP, building a public law practice with statewide reach. In 2018, he was appointed U.S. Magistrate Judge, where his docket carried him back into many of the same disputes he had once tried as an advocate, and where attorneys came to request him by name for cases that had resisted resolution elsewhere.
